You should have a vet look at him first. There may be an underlying issue. If all is ok, then you can use a petroleum based products such a Vaseline. but only use very small amounts and infrequently as they will tend to lick it off!
You may also want to look at an all natural spray which is safe to ingest
what about using a human shampoo or conditioner?
I don not recommended using a human shampoo; this can make the issue even worse.
